Following Malaysia and the Philippines, Indonesia has also lifted its ban on the xAI chatbot Grok.
These Southeast Asian nations had prohibited the use of Grok after it was employed to generate a massive volume of non-consensual sexualized images on X (now a subsidiary of xAI), including depictions of real women and minors. According to independent analyses by The New York Times and the Center for Countering Digital Hate, Grok was used to create at least 1.8 million sexualized images of women in late December and January.
In a statement, Indonesia's Ministry of Communication and Digital Affairs stated that the decision to revoke the ban was made after receiving a letter from X outlining "specific measures for service improvement and abuse prevention."
Alexander Sabar, the ministry's Director of Digital Space Monitoring, clarified that the ban was lifted only "conditionally," and could be reinstated if "further violations" are discovered.
Malaysia and the Philippines had lifted their respective bans on January 23rd.
While Grok's deepfakes have drawn criticism and investigations from governments worldwide, only a handful of countries have enacted comprehensive bans. In the United States, California Attorney General Rob Bonta announced his office is investigating xAI and has issued a cease-and-desist letter ordering the company to take immediate action to halt the production of such images.
xAI appears to have implemented certain measures to restrict Grok's functionality, including limiting its AI image generation feature to X's paid subscribers. CEO Elon Musk has asserted that "anyone using Grok to create illegal content will face the same consequences as someone uploading illegal content," and stated he is "unaware of Grok generating any nude images of minors."
Separately, documents released by the Department of Justice on Friday concerning notorious sex offender Jeffrey Epstein included at least 16 emails between Musk and Epstein from 2012 and 2013. In these exchanges, Musk inquired about visiting Epstein's Caribbean island and expressed curiosity about "the wildest parties on your island." Epstein had pleaded guilty in 2008 to charges of procuring underage girls for prostitution.
Meanwhile, xAI is reportedly in discussions with Musk's other companies, SpaceX and Tesla, regarding a potential merger ahead of a planned SpaceX initial public offering.
