Google Photos Upgrades Image-to-Video Conversion with Veo 3
Google’s latest video generation model, Veo 3, is set to debut on Google Photos. This new model will be available in the “Create” tab of the mobile app, enabling users in the U.S. to convert static images into video clips.
Google Photos has already offered video generation through its recently introduced “Photo to Video” feature, but the company states that the addition of Veo 3 significantly enhances video quality. This release also highlights how the company is bringing cutting-edge AI innovations to consumers via its products — especially considering that Google Photos reached over 1.5 billion monthly active users by May 2025.
Veo 3 was initially unveiled at Google’s I/O developer conference in May, introducing image-to-video capabilities. It was later launched in July within the Gemini app and made available under the AI Ultra and AI Pro subscription plans. Under these plans, users can generate up to three videos daily, which will include both visible and invisible watermarks to identify them as AI-generated content.
Within Google Photos, the company envisions users reviving memories and even animating old photos. The current image-to-video feature, powered by Veo 2, allows users to select a photo from their gallery and choose between two prompts: “subtle motion” or a surprise animation via the “I’m Feeling Lucky” button. The model then creates a six-second clip that can be shared with others.
The new photo-to-video functionality is available in the Creation Center — a new section within the Google Photos app where users can explore AI-powered creative tools and features. Alongside Veo 3, these tools include remix options to change photo styles, create collages, generate montages from your gallery, produce dynamic 3D “movie” photos, and create GIFs from images.
